Smoking ban in public housing in effect

Residents of federally funded housing units are no longer permitted to smoke indoors.

A Housing and Urban Development rule went into effect Monday that bans smoking in the units.

The Lawrence County Housing Authority put the ban in effect more than a month ago.

Gene DiGennaro, executive director of the housing authority, said the organization implemented the initiative after conducting a survey of residents and expanding on its current smoking regulations.

“The last 10 years we have had no smoking in common areas, stairs, and elevators,” DiGennaro said. “Now, smoking is banned in rooms.”

The local housing authority put the smoking ban in place on July 1.

Under the ban lit tobacco products, including cigarettes, cigars, pipes, hookahs, and water pipes are not to be consumed in all living units, indoor common areas, and administrative offices. Smoking is permitted outdoors and has to be 25 feet from the structure.

DiGennaro said in 2017 the housing authority conducted a survey to get residents’ thoughts, and said results were “50/50 as to whether they liked (the ban) or not.”

The survey results showed that 46 percent of residents smokes in their units while 39 percent did not smoke and did not allow guests to smoke. Fourteen percent said they did not smoke but allowed others to smoke.

As for secondhand smoke, 21 percent of residents said they could smell it, and four percent said they could not. Seven percent said the smoke bothered them and made them ill.

HUD issued the ban due to the dangers of secondhand smoke and to protect residents from the dangers by implementing a smokefree housing rule.

“Secondhand smoke is a serious health threat, and can linger in rooms and even travel between homes in multi-unit housing,” said American Lung Association chief mission officer Deborah P. Brown. “A move to smokefree public housing will protect the health of millions of people from the harmful effects of secondhand smoke.

“There is no safe level of exposure to secondhand smoke. This is especially true for children and those who are more vulnerable to the impact of second smoke, such as those living with asthma and chronic obstructive pulmonary disease, and we’re proud to assist in the implementation of smokefree policies and help smokers quit, when they’re ready.”

DiGennaro said the housing authority provided smoking cessation seminars conducted by Northwest Tobacco Control program in Mercer County, which gave presentations on quitting smoking and offered nicotine patches and gum to the residents.

“We will try and work with people,” DiGennaro said.

“If we see they can’t handle (not smoking in the units), we will suggest they call the Northwest Tobacco Control. They can smoke outside, as long as it is 25 feet from the buildings.”

DiGennaro said implement the ban was “a little easier for us” because of the no smoking ban in common rooms which was already in place.

There are 12 sites in New Castle and Ellwood City affected by the ban, including Lawrence Manor, McGrath Manor, Skyview Towers, Harbor Heights, West Grant Street, Brinton Hill, Sciota Street, Big Run, Lincoln Terrace, Neshannock Village, Crescent Place and Walnut Ridge.

Residents who do not adhere to the ban will receive verbal and written warnings, which also could be considered a lease violation.

50 new wall tile units set to come up in Morbi

AHMEDABAD: India’s largest cluster of ceramic tile makers, Morbi is set to witness a flurry of new units, mainly for manufacturing wall tiles, thanks to growing demand in both domestic and international markets. As many as 50 new units, most of them wall tile making facilities, are going to be set up in 10 months. A fresh investment of up to Rs 1,500 crore is expected to be made for these units, say industry players.
The rush to set up new units in Morbi could be seen from the fact that over a dozen industrial entrepreneur's memorandum (IEMs) have been filed with the department of industrial policy and promotion, under the Union ministry of commerce, in the last three months. All these IEMs are for establishing ceramic units in Morbi.

“At present, Morbi has 640 tile manufacturing units and 100 sanitaryware facilities. Of this, 400 are wall tile plants,” said sources aware of the situation.




In most of the cases, entrepreneurs have already purchased land and started constructing new plants. These units are being set up to cater to growing demand in export and domestic markets. Given the rise in demand, the new units will not lead to overcapacity, say market sources.


“The demand for wall tiles is growing at an annual rate of 20%. The new production capacity being added is also 20% of the current capacity,” said an industry player.



Currently operational wall tile units have a capacity to produce 1,056 million sq mt wall tiles per annum, while the new units are expected to have 247 million sq mt capacity. On an average, these new units are expected to bring in Rs 1,500 crore investments, which is mainly being made by the existing units owners.


According to the estimates provided by Morbi Ceramic Association, wall tiles account for 60-70% of total exports from Morbi. The ceramic tile cluster has seen a quantum jump in its exports to nearly Rs 12,000 crore in fiscal 2017-18, which stood at Rs 6,200 crore in 2016-17. The exports are growing 30-40% over the last few years and are expected to maintain the momentum, say industry players.

Wichita police crack down on head shops

WICHITA, Kan. (KAKE) -- Wichita police cracking down tonight on shops that sell illegal drug paraphernalia.

Gage Conway and Talya Stegeman stood in line for more than two hours at the store 42 Below in hopes of getting glass supplies for smoking.

"If you smoke tobacco out of this for awhile, it turns blue," said Conway as he shows off the glass pipe he just bought. "It's artwork."

Conway says he smokes tobacco out of the glass pipe, but law enforcement calls this and other glass products drug paraphernalia. Wichita police are handing out fliers to head shops and gas stations around town reminding them bongs, pipes disguised as pens, incense or key chains are all illegal.

'I don't understand why," said customer Jesse Watson. "They're going to have the paraphernalia whether they drive 300 miles or not."

Customers say they've heard the police are giving stores just a few days to get rid of the illegal items or they'll be shut down.

Police tell me they won't be shutting down these stores, but they will be confiscating these items and citing the owners.

Hours since the markets opened today, after a careful observation of stock movements and analysis, we find these below mentioned five stocks worth watching during the rest half of the day.

a) Healthcare Global Enterprises: Healthcare Global Enterprises made a debut in the markets at a price lower than the issue price. The stock listed at Rs 210.20 on bourses; while it had an issue price of Rs 218. The share price dropped 19.52 per cent in early trade and touched the day's low at Rs 175.45.

b) Nitco Tiles: The government has imposed anti-dumping duty on vitrified tiles for six months. The duty is USD 1.37 per square meter on all vitrified tiles from China. The companies such as Nitco Tiles, Cera Sanityware and Kajaria Ceramics will be in focus.

c) Tata Steel: Tata Steel is considering the sale of its entire UK business in order to curtail heavy losses. The company is going to move forward the decade long unsuccessful business in UK. The stock will be in focus throughout the rest of the day.

d) Gail (India): Gail India started drilling the first exploratory well as an operator, in its NELP-IX block in Cambay basin at Anand district, Gujarat. The company is a lead operator of the block with 25 per cent participating interest in it. The share price will be in the limelight for the day.

e) State Bank of India: Vijay Mallya has submitted a Rs 4000 crore repayment plan, to be concluded by September 2016. The major lender State Bank of India has debt exposure of about Rs 2000 crore towards Kingfisher Airlines owned by Vijay Mallya. The bank will be in focus for the rest of the trading session.
